Cheltenham is a town that gets averaged away. Almost every figure published about it covers the whole borough, or the whole of Gloucestershire, and the answer for Charlton Kings or Benhall or Pittville is somewhere else entirely. Two postcode sectors barely three miles apart differ by £316,250 on the median house. The direct train to London heads west before it heads east. The council writing the next local plan spent a year preparing to abolish itself, and was told in September to stop.
